Scriptlance Forums are a good source but outsourcing sites might be better since you can search for one easily. And you don't have to worry about struggles like being left by a freelance artist in the middle of the project since you can check their profiles and see if they have good ratings and feedback. When they have good ratings and feedback it can show that they can do the work properly and can be trusted.
