A Question About A Content Processor.

I wonder why a Content Processor step exists in the XNA Content Pipeline.
Why have the developers and designers, who designed the XNA Content Pipeline, added concepts of Content Processor and Managed Code Object in the Content Pipeline?
Is there any reason why they didn't choose a simpler design that the output(DOM Object) from Content Importer immediately comes into the ContentTypeWriter and is serialized into .xnb format?

Surely that model would have horrible implications for memory availability and the duration of load times.
Having all this pre-processed must reduce both.

I have a thousand reasons to *** about MS decisions......this is definitely not one of them.
